The pale sides and white behind the upper mandible suggest this image is of a female Common Merganser. Erika and I found it on 19 February 2022 at the Tumwater Historical Park next to Olympia. I have tried recently to capture the serrations on merganser bills, and finally I am just about successful. These structures assist the duck in capturing prey but are not a type of tooth.
